Web Developer Express vs. VB Express vs. Frontpage

I've created a shareware product and need a website to sell it and tie
into various payment services.

Can someone explain the purpose of WDE, VBE and FP, and when you would
use one over the other?

So what is the language behind WDE?

Does it provide the wysiwyg interface that you have in FP?
